JPSC-JSSC Exam Irregularities: Blacklisted Firm, Confidential Papers And Conflict Of Interest Under Scanner

Serious questions have emerged over alleged irregularities in examinations conducted by the Jharkhand Public Service Commission (JPSC) and Jharkhand Staff Selection Commission (JSSC), with the investigation pointing to suspected collusion, mishandling of confidential examination material and a possible conflict of interest involving an examination agency.

The FIR, lodged by CID Superintendent of Police Venkatesh Kumar on July 22, names seven accused persons in connection with the alleged irregularities. Those names include TDPL directors Satyapal and Ramvir Singh, company employees Mohammad Usman and Mohammad Avadh, JPSC staff members Manoj Tirkey and Sonu Kumar, and then Deputy Controller of Examinations at JPSC, Shweta Kumari Gupta.

According to the investigation, the accused allegedly colluded to entrust TDPL with confidential and sensitive examination-related work. The probe has also raised questions over how the company was given responsibility for JPSC-related work despite being blacklisted.

Abhay Tiwari's Role Under Scanner

The investigation has also flagged the role of Abhay Kumar Tiwari, who has reportedly cleared several competitive examinations, including JSSC PGTTCE, JSSC CGL, JPSC ACF, JPSC FRO and JPSC FSO.

Records cited in the investigation indicate that Tiwari secured second rank in the CGL examination and is currently posted as a Block Supply Officer.

The probe has specifically raised questions over an alleged connection between Tiwari and TDPL. According to the investigation, neither Tiwari nor the company disclosed the alleged association to JPSC, leading investigators to flag a potential conflict of interest and recommend detailed questioning of Tiwari.

Confidential Answer Booklets Found At TDPL Premises

The investigation has also raised serious concerns over the handling and storage of confidential examination material.

According to the report, four computer sets were recovered from TDPL's residential premises. One of the computers allegedly contained written answer booklets of candidates who appeared for the FRO (Forest Range Officer) Mains-2026 examination.

The recovery has raised questions over why sensitive examination material was allegedly stored at the agency's premises and whether confidentiality protocols were followed.

Answer Key Allegedly Sent Via WhatsApp

Investigators have also flagged an allegation that a JPSC examination answer key was sent through WhatsApp to TDPL employee Md. Usman.

The circulation of a candidate's OMR sheet carbon copy on social media has also come under the scanner. The investigation report has described these incidents as suspicious and called for a detailed probe into how examination material allegedly reached individuals outside the authorised process.

Criminal Breach Of Trust, Cheating And Conspiracy Charges

The investigation report has, prima facie, indicated suspected offences under Sections 316(2), 316(5) relating to criminal breach of trust, Section 318(2) concerning cheating, Sections 338, 336(3), 340(2) and 61(2) relating to forgery and conspiracy under the Bharatiya Nyaya Sanhita (BNS).

Provisions of Sections 12(2) and 12(3) of the Jharkhand Competitive Examination (Measures for Prevention and Redressal of Unfair Means in Recruitment) Act, 2023, have also been invoked.

The case raises larger questions about the examination system in Jharkhand: How did the alleged irregularities take place? Why were initial complaints allegedly not acted upon? And, crucially, how was a blacklisted company entrusted with sensitive JPSC examination work?

The investigation is now seeking to establish the extent of the alleged nexus, the flow of confidential examination material and the responsibility of officials and private individuals involved in the process.
