The change follows a controversy after Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi flagged concerns over a declaration attached to the online Form 6, which sought details of an applicant's parents and grandparents and their mapping to the previous SIR electoral roll. The two commissioners argued this amounted to an unauthorised change, since Form 6 is a statutory document under the Registration of Electors Rules, 1960, and any amendment requires a notification from the Law Ministry followed by a formal procedure. Despite being marked "non-mandatory," applicants could not complete their online submission without answering the declaration, which the commissioners said risked disenfranchising young and first-time voters. At a full Commission meeting on Saturday, the ECI resolved that the declaration would be used only during the SIR period, not before or after it. By September 29, the online form had removed the parents' and grandparents' detail fields for states where SIR had concluded, and the declaration was placed in a separate Annexure D category applicable only to the 13 ongoing SIR states. The ECI has maintained that Form 6 itself was never amended and that only a separate Annexure D was attached during the SIR process, and that the SIR orders, including this declaration requirement, were approved unanimously by the full Commission.
